Abortion Numbers are Increasing Fast on Texas Soil

Texas abortion numbers 2025

You may have heard that abortion in Texas has dropped to nearly zero. It isn’t true.

In 2025, more than 41,000 Texas babies were murdered by abortion inside Texas borders (Figure A). Their mothers ordered abortion pills from providers in other states, received them in the mail, and took them at home. No Texas law stopped them. In fact, Texas law explicitly gives women complete legal immunity for their own abortions.

Overall Texas Abortions are Increasing and Telehealth Abortions On Texas Soil are Climbing Fast

A Telehealth Abortion is a medication abortion in which a woman consults a U.S.-based provider online or by phone and abortion pills are mailed to her. By July 2023, U.S.-based providers had begun mailing abortion pills into Texas, protected by shield laws in their own states. Since then, the Telehealth numbers have continued to climb (See Figure A above):

  • 2023 (July - Dec. only): 10,930 Telehealth Abortions
  • 2024: 31,486 Telehealth Abortions
  • 2025: 41,334 Telehealth Abortions

Data for 2025 showed an increase of nearly 10,000 precious babies in a single year. On average, more than 110 Texas babies were killed every day in 2025 as Texas women ordered abortion pills from Telehealth providers and completed their own abortions at home.

Telehealth Abortion is now the main way Texas babies are aborted.

In 2024, Telehealth Abortions made up just over half of all known abortions of Texas babies. By 2025, they made up nearly two out of three. In that same period, the number of Texas women traveling out of state for abortions fell from 28,070 to 22,680. Fewer women are making the drive to other states because there is no reason to do so. Abortion pills come easily, quietly, and cheaply, to their mailboxes.

Even these numbers are an undercount

U.S.-based Telehealth isn’t the only way abortion pills reach Texas. Women can also order Self-Managed Abortion pills from online vendors, community networks, and international telehealth services outside the U.S. medical system. In the six months after the Dobbs decision, tens of thousands of women got pills this way.[2] Since U.S.-based telehealth became available in mid-2023, reliable data tracking these sources has not been available. Because of this, Self-Managed Abortions aren’t counted in the 2024 or 2025 totals in the chart above.

That doesn’t mean Self-Managed Abortion pills aren’t still easily available. As of August 2026, at least eleven sources outside the U.S.-based medical system were shipping abortion pills to Texas women.[3]

In addition to this, the Telehealth numbers cited by the Foundation to Abolish Abortion in their analysis are conservatively estimated lower than reported totals of abortion pills provided to women in Texas. They were adjusted down based on studies that indicate as few as 88% of mail-order abortion pills are actually taken to complete an abortion.[4]

Overall abortions of Texas babies have risen too

Texas’s Pro-Life regulatory laws closed the abortion clinics. They didn’t reduce the number of Texas babies being aborted.

In 2019, before the Texas Heartbeat Act or the Human Life Protection Act took effect, 58,076 Texas babies were aborted, including resident abortions occurring inside the state and Texas women traveling to other states for abortions. In 2025, that total is at least 64,132 who were aborted. That’s 6,056 more, and babies murdered through Self-Managed Abortions aren’t even included.

Abortions of Texas babies didn’t stop. They didn’t drop to nearly zero. Some moved out of state, but increasingly they are moving from brick-and-mortar clinics to Texas bathrooms.

This is happening because the law allows it. Texas gives women complete legal immunity for their own abortions. That means self-induced abortions, including Telehealth Abortions, are legal for women in Texas.

Remember this the next time you see a headline claiming Texas abortions are near zero and that thousands of lives are being saved.

How is abortion still legal in Texas?

A self-induced abortion is any abortion performed by the pregnant woman herself, with or without the formal oversight of a medical provider. The most common type of self-induced abortion is U.S.-based Telehealth Abortions.

Texas law keeps self-induced abortion legal for women by giving them complete legal immunity for their own abortions, even if they did it knowingly, willingly, and without any coercion.

What laws make it legal for women?

Texas Homicide Code
“This [homicide] chapter does not apply to the death of an unborn child if the conduct charged is… conduct committed by the mother of the unborn child.” (Tex. Penal Code § 19.06)

Texas Trigger Law (Human Life Protection Act)
“[The Texas Human Life Protection Act] may not be construed to authorize the imposition of criminal, civil, or administrative liability or penalties on a pregnant female on whom an abortion is performed, induced, or attempted.” (Tex. Health & Safety Code § 170A.003)

Texas Heartbeat Act
“[The Texas Heartbeat Act] may not be construed to authorize the initiation of a cause of action against or the prosecution of a woman on whom an abortion is performed or induced or attempted to be performed or induced in violation of this subchapter.” (Tex. Health & Safety Code § 171.206(b))

Woman and Child Protection Act (HB 7, regarding chemical abortion, passed in 2025)
“[The Woman and Child Protection Act] does not prohibit… conduct a pregnant woman takes in the course of aborting or attempting to abort the woman’s unborn child.” (Tex. Health & Safety Code § 171A.051(b))

These laws were promoted by Pro-Life organizations as protecting preborn children. Every one of them leaves the mother free to end her child’s life herself, and more than 41,000 Texas women did so through Telehealth Abortion alone in 2025.

What about coercion?

What most people don’t realize is that laws that keep self-induced abortion legal for women may also make it legal to pressure or coerce women into abortion.

It isn’t illegal to pressure someone into doing something legal unless you threaten violence.

So in Texas it is illegal for a husband, a boyfriend, or anyone else to pressure a woman to kill her toddler. It is not illegal to pressure her to kill her preborn child.

Texas babies need equal protection

In Texas, murdering anyone should be illegal for everyone. Right now it isn’t.

Texas law effectively gives mothers the legal right to kill their own preborn children, as long as they do it themselves. Tens of thousands are doing exactly that.

The blood of those children is on our hands. Our laws protect a supposed “right” of mothers to kill their own preborn children, and God will hold us accountable for every day we allow it to continue.

Abortion must be abolished in Texas. That means giving preborn babies the equal protection of the laws. The same laws that protect our lives as born people must be extended to protect the lives of our preborn neighbors.
