HB 2709 Fulfills the Priorities of Texas Republicans

House Bill 2709 to abolish abortion in Texas is the ONLY bill filed in the Texas House that would protect the lives of preborn babies with the exact same laws that protect our lives as born people.

HB 2709:

• Honors God’s command to love our preborn neighbors as we love ourselves.
• Follows the U.S. and Texas constitutions by providing the equal protection of the laws to preborn babies.
• Fulfills the Platform and Legislative Priorities of the Republican Party of Texas (RPT).
• Eliminates the MASSIVE loophole still allowing 19,000+ babies annually to be legally murdered on Texas soil via self-managed abortion.
• Protects mothers from pressure and coercion to abort their babies.

But Speaker Phelan assigned HB 2709 to a committee with Democrat Joe Moody as chair. 😳

Moody is a House Democrat who Planned Parenthood praised for being in 100% lockstep with the pro-abortion agenda. In fact, just last session, Planned Parenthood named him a Legislative Champion!

And now, thanks to Speaker Phelan, Planned-Parenthood-Legislative-Champion Joe Moody gets to decide whether the bill to provide equal protection to Texas babies lives or dies.

Say what!

Why would a Republican Speaker put a bill to completely abolish abortion in the hands of a pro-abortion Democrat to kill?

It looks like Phelan doesn’t actually want the lives of Texas babies to be protected by the same laws that protect his own life. The Golden Rule isn’t complicated: Do for others what you would want done for you.

Speaker Phelan is Killing Equal Protection

I don’t know if you know how this works, but the Speaker of the House is responsible for assigning every bill that is filed during the legislative session to a committee for further review. MANY bills never make it out of committee to the floor of the House for a vote.

The Speaker gets to assign each bill to whichever committee he thinks is appropriate.

Abolition bills have been filed in Texas every session since 2017 and they’ve been assigned to different committees every time: State Affairs (2017), Judiciary & Civil Jurisprudence (2019), Public Health (2021).

✅ Committee assignments are often a way that the Speaker can help ensure a bill gets a hearing.

❌ It can also be a way to help kill bills that he doesn’t want coming to the House floor.

Phelan Hands the Lives of Babies to the Democrats

🚨A few days ago, Speaker Phelan assigned our bill, HB 2709, to the Criminal Jurisprudence committee, which has a Democrat chair! 😲

You should also know that Speaker Phelan is the one who appointed Democrats like Moody to chairmanships in the first place. And it looks like the reason Phelan did that is so he could have a place to send bills he doesn’t like to be killed without having to soil Republican hands.

In the Texas House each committee chair has a LOT of power over the bills assigned to their committee. There are hundreds of bills filed every session but not every bill gets a committee hearing.

🚨The committee chair has complete discretion over the decision to either give the bill a hearing or not. And if they don’t, the bill is dead.

And when it comes to equal protection for Texas babies, Republican Speaker Phelan gave that COMPLETE discretion to a pro-abortion Democrat by assigning HB 2709 to the Criminal Jurisprudence committee chaired by Joe Moody (D).

Unbelievable.

The only reason he would do that is because he wants this bill to die in committee. 😡

Equal Protection is a Priority for Texas Republicans… but Not for Phelan

It is clear that Phelan is rejecting the official Platform and Priorities of his own party.

“Equal Protection for the Preborn: We urge lawmakers to enact legislation to abolish abortion by immediately securing the right to life and equal protection of the laws to all preborn children from the moment of fertilization, because abortion violates the US Constitution by denying such persons the equal protection of the law.”

On top of that, Texas Republicans made equal protection for preborn babies Legislative Priority #6 for the 2023 legislative session.

Protecting Babies is Obviously NOT a Priority for Phelan

Texas Republicans want ACTION on this issue and not just WORDS. But it doesn’t look like equal protection of the laws for helpless babies is a priority for Speaker Phelan.

By his actions, Phelan is withholding legal protection from the 19,000+ babies who will still be legally murdered on Texas soil this year if our government does not provide them with the equal protection of the laws.

Knowing how much power committee chairs hold, it is completely unacceptable for a Republican Speaker of the House to put HB 2709 into the hands of a pro-abortion Democrat.

50+ babies are still being LEGALLY murdered every day on Texas soil.

If protecting these innocent preborn children isn’t a high priority for Speaker Phelan, he has the wrong priorities.
